Below is the general discussion of the various factors that affect property taxes in San Diego, California. The reader should consult your tax advisor for definitive guidance on issues of property taxes and not rely solely on the informaton below.
Rates are property taxes limited in California due to passage of Proposition 13 in 1978 ( "Proposition 13"). Prop 13 was a ballot measure approved by voters California to limit increases in property taxes. The legislation also stipulated that any future increase in rates of property taxes with the support of two thirds Legislature for approval. This provision would drastically limit the ability of the legislature to raise taxes.
The rate of property tax in California is 1% of the appraised value of property, plus bonuses, special fees and charges. Properties can only be reassessed when a change in ownership or when new construction is completed. If any of these conditions there is a revaluation, Proposition 13 allows annual increases to 2% of the value of a property.
The approval of Proposition 13 severely limits the ability of legislatures to raise taxes. Despite this, the municipalities want a mechanism to subsidize the construction of infrastructure for new developments, so in 1982, it adopted the Law on Capital Services. The act is better known by its legislative author, Senator Henry Mello and Assemblyman Mike Roos (ie, Mell-Roos Evaluation).
According to the County Assessor San Diego, "Mello-Roos districts are established by local governments at the request of a specific promoter to finance public facilities such as schools, roads and libraries. Mello-Roos districts were authorized by state law in 1982. This law allows any public agency to establish a Mello-Roos district, which issues the tax exempt bonds necessary and impose fees to pay for these bonds. "communities or districts to impose a Mello-Roos fee are distributed throughout the county, but are most common is large new subdivisions.
Besides the 1% rate of tax allowed by Proposition 13, Mello-Roos fees are charged separately in the property tax bill. The duration of Mello-Roos fees are linked to the amount of time required for bail, which is typically 20-25 years. Mello-Roos fees range from $ 174 to over $ 3000 per year and the average rate for the communities of San Diego was $ 1,488 in 2006.
To get a general idea about the amount of property taxes you would have to pay annually in property, multiply the purchase price of the property by 1.2%. For example, if you bought a house $ 400,000, the annual tax due would be about $ 4,800, in addition to the special contributions (if applicable), and Mello-Roos fees (if applicable).
Consumers should be aware that the tax rates for a particular area may increase as news bonds are added or reduced if the bonds are paid. Moreover, Asssessments special (if any) for new infrastructure can also affect tax rates.
When considering the purchase of real estate properties directly condominiums or townhouses in San Diego (in particular the new communities), propspective buyers should find out if the property has Mello-Ross and other special charges of assessment, How long these rates will continue, and if annual growth rates.
More than 1 million tax bills are sent each year in County San Diego by the County Tax Collector. The prosecutor in San Diego period covers the period from July 1 to June 30. The amount due is based on the value assessed property as of January 1. The tax bill is mailed out in September or early October and is due in two equal installments, the first payment was due Dec. 10 and the second payment is due April 10. State law does not allow extensions to pay the tax bill and late payments are subject to a penalty of 18% APR. For those wishing to pay by credit card, the Discover card is the only option at this time.
