HAM/GMRS range/legal question for 400 MHz?
I am a new licensed GMRS and HAM. I have a new 400 MHz 2 way and I am wanting to use some generic freq’s used on them wal mart 14 channel 2 ways that require no license to keep in touch with friends that arent licensed to operate on HAM/GMRS. Is this legal for me, a licensed GMRS/HAM to program the14 Family Radio Service Freq’s into the 2 way and talk to the generic unlicensed 2 ways using the freq’s? If so what is the legal range/power to transmit on these freq’s?

CB radios emerged in the '70s as a popular method of communication on U.S. roads. Although not as dominant as they once were, radio band are still widely used by owners of trucks, jeeps, RVs, cars and motorcycles.
There are a number of alternatives to the radii band, including two-way radios, GMRS radios, HAM radios and business band radios. To choose a solution that best suits your needs, it is important understand the strengths and weaknesses of each option available. CB radios, like all radio types mentioned above have a number of advantages and disadvantages to be assessed when considering a purchase:
Advantages
Neither license fees: Unlike some types of radios, CB radio operators are not required to obtain a license from the FCC. This makes the band radios a very convenient option if you do not want problems with licensing exams and requirements.
Generalized Acceptance: CB radios are the most used radio for vehicle-vehicle communication on highways of America. In virtually all main roads, you can hear the activity on Channel 19, the most widely used CB channel. For information on traffic, updates to the condition of the road or simply engage in friendly conversation, you can in a CB radio due to widespread use.
Cost Effective: You can buy a program CB radio installation complete (including radio, antenna and mounting hardware) for under $ 100. On a cost base band radios can match, if not overcome, Most options on the radio. They also tend to be permanently installed in a vehicle that provides for comfort and professionalism.
Disadvantages
Restricted Status: Due to FCC restrictions, all CB radios 11 meters is limited to 4 watts of transmission power. This usually limits effective reach a CB radio and eight miles or less, depending on the terrain and weather conditions. While CB radios are effective in the short to intermediate transmission distances, not suitable for a person in need of long-range communications.
Antenna Requirements: Like all CB radios transmit with the same 4 watts of power, the antenna is the primary determinant of system performance. Subsequently, CB radios need to make use of large antennas mounted on the outside to work well. How are you antennas typically range from 12 inches to over 5 feet long, which can be impractical and inconvenient in many vehicles. While short antennas can be used, usually produce poor radio performance.
A permanent installation: CB radios usually require a permanent installation because the antenna and performance problems, and are not a practical option when you need half compact and mobile communication. Handheld CB radios are available, but tend to give sub-standard performance unless used with a long telescopic or an external antenna.
Abstract
CB radios continues a channel of communication widely used, especially on U.S. roads. Although not suitable for everyone, offering a very affordable and convenient communicate to those who understand the environment of the strengths and limitations.
