how do you turn the fog lights on in a 1997 mitsubishi 3000gt base model?

in the owners manual it says to push the top button located on the left side of the tachometer but there is not a button for that in the car, there is a plastic cap where the button should be but the cap does not push down? but when i look on the lower front bumper there is fog lights, i just dont know how to turn them on

Might be an aftermarket installed fog lamps. Look for a toggle switch under the dashboard maybe. Who knows where the previous owner put it. There should be an out of place switch somewhere…
